Accounting Supervisor Monthly $6,800.00 - $9,145.00 Salary Note: Although the full salary range for this position is provided, appointments are made at the range minimum. This position works in the Finance department and supervises, plans and coordinates the activities of the accounting division including accounts payable, payroll, and other accounting functions. This position performs the more complex and difficult work of staff responsible for performing detailed professional accounting work, and maintaining and reviewing financial records; prepares various reports and financial statements; and performs a variety of technical tasks relative to assigned areas of responsibility. EXAMPLES OF ESSENTIAL AND GENERAL RESPONSIBILITIES : Prioritize, assign, train, supervise, and participate in the work of staff responsible in the activities of the accounting division including accounts payable, payroll and other accounting functions. Coordinate data processing, file coordination, and resolve and oversee payroll issues with departments and external vendors and agencies; maintain systems and confidential records. Plan, direct and participate in the preparation of various annual and quarterly financial, statistical and payroll reports. Provide technical guidance and support to other department employees in their areas of work including governmental accounting methods, procedures, and techniques. Oversee the processing of claim vouchers for proper documentation, correct account numbers and availability of funds. Review revenue and budget status reports and balance sheet accounts; ensure accurate and necessary journal entries. Prepare annual depreciation and accounts payable schedules. Perform financial studies and analytical and statistical reports; maintain subsidiary fixed asset and equipment reserve ledgers. Assist with financial reporting and auditing activities with external auditors and other agencies; prepare reports as necessary. Provide and coordinate staff training; work with employees to correct deficiencies; assist with discipline procedures; coach and evaluate performance. Supervise the day-to-day operations of assigned professional, technical, and clerical staff; create and supervise escalation procedures and ensure service levels are maintained. Make recommendations and participate in the development and implementation of accounting systems; internal control systems, and other processes using the City's financial management software. Assist in the development and implementation of goals, objectives, policies, and priorities for the Department and assigned areas; assist in the preparation and administration of assigned budget; supervise and participate in the preparation of equipment acquisition and improvement programs. Provide and maintain excellent customer service relating to departmental responsibilities. Assist City officials; staff; vendors, and the general public. Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner. Serve as backup for other department accounting functions as required. Perform related duties and responsibilities as required. MINIMUM AND PREFERRED REQUIREMENTS : Minimum requirements must be clearly demonstrated on the application to be considered, however, meeting the minimum requirements does not guarantee an invitation to compete further in the selection process. (One year of work experience is the equivalent of 12 months of full-time work. "Full-time work" means at least 36 hours of work over a period of one week or 1,872 hours of work over a period of at least 12 months.) Qualifications noted as "desirable" or "preferred" are not included as part of the minimum requirements. Experience: Three (3) years of increasingly responsible professional accounting experience, including one (1) year supervisory experience is required. Previous government payroll processing experience with a full service agency is preferred. Training: Bachelor's degree or equivalent from an accredited college or university with major course work in accounting, finance, or a related field is required. (Required education may be substituted on a year for year basis with related job experience, experience is in addition to any other required experience.) License or Certificates: Possession of, or ability to obtain, an appropriate, valid California driver license is required. Possession of a current Certified Payroll Professional Certification through the American Payroll Association is highly preferred. Working Conditions: This position works in an office environment; with exposure to computer screens and may require maintaining physical condition necessary for sitting for prolonged periods. Must successfully complete a pre-employment background investigation and for some positions a physical and drug screen.
